| Frank is a former police detective, with a number of training qualifications, including a City and Guilds Further Education Teaching Certificate, an MA in Police and Criminal Justice Studies and a first class honours degree in Education. He has taught criminal and human rights law and ethical investigation techniques, including investigative interviewing, to police and agencies across the UK and around the world. He is a founding director and partner of Bisio Training Ltd providing services to government agencies and other law enforcement organisations, and is Secretary and Vice Chair of the South West Fraud Forum (www.southwestfraudforum.co.uk).
During his 30 year police service Frank was seconded to the National Crime Faculty at Bramshill, Hampshire where he worked in a specialist team to design training for Senior Investigating Officers engaged on murder, rape or abduction cases subsequent to the Macpherson Inquiry. He has had articles published on the topic of the Human Rights Act and the implications for investigators. He also lectured and presented on crime related topics at the University of British Columbia and George Mason University, Washington DC.
