Frank A. Waghorn MA, BA Ed (Hons), MIfL - Managing Director
 

Frank is a former police detective, with a number of training qualifications, including a City and Guilds Further Education Teaching Certificate, an MA in Police and Criminal Justice Studies and a first class honours degree in Education. He has taught criminal and human rights law and ethical investigation techniques, including investigative interviewing, to police and agencies across the UK and around the world. He is a founding director and partner of Bisio Training Ltd providing services to government agencies and other law enforcement organisations, and is Secretary and Vice Chair of the South West Fraud Forum 
(www.southwestfraudforum.co.uk).

During his 30 year police service Frank was seconded to the National Crime Faculty at Bramshill, Hampshire where he worked in a specialist team to design training for Senior Investigating Officers engaged on murder, rape or abduction cases subsequent to the Macpherson Inquiry. He has had articles published on the topic of the Human Rights Act and the implications for investigators. He also lectured and presented on crime related topics at the University of British Columbia and George Mason University, Washington DC.

Frank has designed and delivered investigative training and lectured on law and procedure to members of the following organisations:

Steve is a former police officer with a provincial police force who retired in 2001 having completed 30 years service. The majority of that time was spent in CID, the Regional Crime Squad and the Operational Crime Group where he gained extensive experience in the investigation of major crime including murders, terrorism and major drug operations. He has been trained in all aspects of surveillance and was deployed on undercover work in the 80s.

Qualified as a barrister, he has a degree in law and was called to the Bar in 1999. He also holds a Post Graduate Certificate in Education and has lectured extensively to public authorities and police forces on legislation impacting on surveillance and undercover operations.

He is now a Major Incident Room Manager specialising in the management of investigations of Category A - C murders.

Steve has been a Director of Bisio Training for 9 years.

 
 
'Andy' FdA, AIfL - Operations Director
 
Andy, a former Royal Marine, is currently a serving, operational member of a National Law Enforcement Agency. A detective for over 16 years he has spent the vast majority of that time on police surveillance teams. Andy is a specialist surveillance officer in both the conventional and rural fields. He is also a National Police Improvement Agency accredited trainer in both of these skills.

He holds a City and Guilds Further Education Teaching Certificate and a Foundation Degree in Professional Photography. He has designed and delivered over 50 surveillance courses ranging from basic 2 day OP courses to 4 week Rural Surveillance courses.

As Operations Director for Bisio Training Ltd Andy's vast knowledge and current experience of the preparation, planning and running of surveillance operations ensures that courses offered by Bisio Training are as current and relevant as possible.
